Need some help with this FLED circuit

Hello, Iv been trying to make this BEAM bot and I am using the following circuit:

What my problem is is that when I hook it all up on the bread board to test it out, my red led flashes, but my motors do not rotate....

Any suggjestions on how to fix this?
